Financial Systems Developer

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety.

The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody.

Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Financial Systems Developer leads the consolidation of reporting across the Budget and Finance Division under the Financial Operations and Analysis Unit. This is a technically focused role responsible for intergrating data from multiple finance and budget units, automating financial processes through databases and application development. Additionally, the selected candidate will help develop a front-end application to support the many fiscal processes across the Budget and Finance division. The selected candidate will work closely with program, finance, budget an operational staff to ensure data collection, reporting and reporting, and system functionality across the agency. The duties and responsibilities of this position include, but are not limited to, the following:

• Design, develop, and maintain relational (SQL) databases that consolidate financial and operational data from across the Budget and Finance Division, including Capital Budget, Expense Budget, the Financial Services Division, and Payments and Contract Administration. • Lead the consolidation of reporting functions, currently managed separately by individual units, under the Fiscal Operations and Analysis unit. • Develop a front-end application, preferably using Microsoft PowerApps, that allows divisions to submit purchase order requests, routes those requests to Expense Budget for code approval and supplemental document review, and tracks them through completion in Procurement. Evaluate and recommend alternative platforms where appropriate. • Write and optimize SQL queries to extract, validate, and analyze data from multiple source systems. • Document data definitions, system architecture, and standard operating procedures for ongoing database and application maintenance. • Train and mentor the Financial Reporting Analysts and other division reporting staff on database maintenance and related technical skills, in light of the division's limited resources. • Collaborate with IT staff and business users to troubleshoot issues and improve system functionality. • Ensure data accuracy, consistency, and compliance with agency and City data standards. • Perform related duties as assigned.

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
