Curb Management Planner - TPM

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Curb Management within the Division of Transportation Planning & Management is responsible for curb policies across the city’s 6,300 miles of streets and roughly 3 million curbside parking spaces, with a focus on improving safety, reducing double parking and better managing competing demands — from loading zones and deliveries to charging infrastructure and waste containerization to support safer, more efficient streets across the city.

The Office of Curb Management seeks to hire two candidates to serve as Curb Management Planners. In this role, the selected candidates will be charged with examining curb management issues at a neighborhood level and working with various internal and external stakeholders to develop solutions and innovative approaches to improving the efficiency of the curb in commercial and retail areas across New York City. These individuals will be primarily tasked with conducting curb management studies, reviewing curbside impacts of DOT projects, evaluating on-street parking regulations, and developing recommendations to improve upon current operations and manage competing demands. As a Curb Management Planner, these candidates will be responsible for assisting in the collection of curb usage metrics, analyzing such data to inform curb management recommendations, reviewing technical drawings and plans to understand curbside impacts, preparing documents, reports, presentations, and other materials as needed.

The selected candidates should have a demonstrated interest in transportation and curbside issues, as well as the ability to use ArcGIS, Microsoft Office Suite and other related platforms. They should have an understanding of street design as well as be highly detailed oriented. The candidates will work collaboratively within the Office of Curb Management and other DOT staff and will assist with the Unit’s public outreach process. They should have superior communication and interpersonal skills and the ability to interact internally within DOT as well as with the public in both professional and casual settings.

The candidates will be an active participant in planning and problem-solving within the Office of Curb Management, working with key staff and stakeholders and assisting in the development and deployment of new technologies, programs and other strategies. The Curb Management Planer will also support analysis of commercial vehicle activity, paid parking transactions, and curb space inventories, as well as propose, develop, and support tools to improve curbside management data workflows, such as reporting dashboards. The Curb Management Planner will also be asked to present findings and analyze results to management-level staff to support policy, planning, financial and design decisions.

1. A baccalaureate degree from an accredited college or university

and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV

To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

•Professional experience in transportation or urban planning related fields

•Previous experience with ArcGIS analysis and mapping, Adobe Creative Suite (especially Adobe Illustrator) and related programs

•Experience with data management, including SQL, APIs, and Python •Understanding of technical design drawings

•Excellent organization skills and an ability to focus on details and respond quickly to requests

•Strong analytical/critical thinking skills, ability to write and communicate clearly

•Excellent time-management skills

•Demonstrated interest in transportation and the built environment of NYC; willingness to work in the field in all seasons, traveling by bike, walking, or using mass transit.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program. This position is open to qualified persons with a disability who are eligible for the 55-a program.
